ISP and Telecommunication Service for Non-University Entities located on a University Location

There are instances where a non-University entity is located within a University facility that are, or can be, served by University copper/fiber. Examples include temporary contractor facilities (e.g., construction trailers) as well as non-University business entities located on campus. These entities require communication connectivity (either voice and/or data) in order to conduct business in support of the University. Due to network security policies the non-University entity will need to obtain their communication services from an Internet Service Provider (ISP).

Service Options

Currently there are two options for providing a non-University entity with communications connectivity. The following assumes the physical infrastructure is available and already in place to support ISP or telecommunications service delivery. If not, the cost will be passed onto the "sponsoring" organization.

Process – University Park Location

  1. The non-University entity contracts with the ISP or telecommunications provider directly to obtain services.
  2. If required, the sponsoring University Unit needs to contact Telecommunications and Networking Services (TNS) to coordinate the delivery of the vendor’s services to the University's demarcation point.
  3. When the non-University entity disconnects the service, the sponsoring University Unit needs to contact TNS.

Process – All Other University Locations

At other Penn State campuses, the sponsoring organization typically contacts the Director of Business Services who will coordinate with the sponsoring organization and the IT Manager.
