ISP Service for Students Residing in University Managed Residence Halls
This guideline pertains to students residing in Penn State University managed residence halls. Since the residence hall rooms are considered as the student’s primary residence, neither Information Technology Services (ITS) nor Housing & Food Services (H&FS) prohibits students from contracting directly with an Internet Service Provider (ISP) as long as the following criteria are met:
- The ISP must already deliver services to the residence hall room.
For example, at University Park Verizon delivers dial tone service
to the residence hall room then Verizon may also deliver Verizon
DSL service to the room. Likewise at some campus locations, if Comcast
delivers cable television content to residence halls then Comcast
may also deliver a cable modem service to the residence hall room.
- Note: If the service delivery is dependent upon the pre-existing telephone service (e.g., for example the Verizon directory number for DSL service) the resident is not authorized to "port" the number from the University contracted service provider to another ISP or DSL service provider.
- The contractual arrangement and billing is between the ISP and the students residing in the residence hall.
- The student must abide by University policies, state and federal laws/regulations and can not extend or bridge the University network. Bridging or extending the University’s network would be a breach of University Policy AD20 – Computer and Network Security.
- Any and all support for the external ISP connection, including service questions and trouble resolution, will be provided directly by the ISP not the University.
